Pakistan has officially launched a $1 billion national AI investment plan and adopted the Islamabad Declaration on Sovereign AI at the Indus AI Summit 2026, held in Islamabad. The summit — part of Indus AI Week (February 9–15) — brought together Prime Minister Shehbaz Sharif, IT Minister Shaza Fatima Khawaja, senior government officials, and global tech leaders to chart the country’s AI future.
This marks one of the most significant Pakistan AI investment commitments to date, positioning artificial intelligence as a core pillar of national policy rather than a side initiative.
Why Sovereign AI Matters for Pakistan
Prime Minister Sharif emphasized that AI is now a strategic pillar for national development, with the goal of establishing Pakistan as a regional AI hub built on three principles: ethical adoption, sovereign control, and youth-led innovation. Sovereign AI means Pakistan builds and controls its own AI infrastructure and data — rather than depending entirely on foreign platforms — a growing priority among nations investing in AI Services and infrastructure to reduce reliance on external providers.
Key Initiatives Under the $1B Plan
- $1 billion investment by 2030 for sovereign AI infrastructure and national research capacity
- AI curricula in schools and universities across AJK, Gilgit-Baltistan, and remote areas of Balochistan
- 1,000 fully funded PhD scholarships in artificial intelligence
- Training 1 million non-IT professionals in practical AI applications to boost workforce productivity
These initiatives directly target Pakistan’s two biggest AI adoption gaps: skilled talent and equitable access outside major urban centers.
The Islamabad Declaration: 8 Strategic Pillars
The Islamabad Declaration on Sovereign AI sets out eight strategic pillars guiding the country’s AI roadmap, including data privacy, explainable AI, government governance frameworks, and private-sector-led innovation. Together, these pillars aim to balance rapid AI adoption with accountability and public trust.
What This Means Going Forward
This investment marks a turning point in Pakistan’s AI landscape — positioning the country to use artificial intelligence as a driver of economic growth, youth empowerment, and long-term technological sovereignty. As global businesses increasingly explore AI-driven digital transformation to stay competitive, national-level commitments like this one signal where regional AI adoption is heading next.
