OICCI Business Confidence Decline: Middle East Conflict Triggers 9-Point Index Drop in Wave 29

KARACHI — The Overseas Investors Chamber of Commerce and Industry (OICCI) has released the results of its Business Confidence Index (BCI) Survey Wave 29 for Q2 2026, revealing a sharp 9-percentage-point decline in overall sentiment — down to a positive 13%, compared to 22% in the previous wave.

What’s Driving the DeclinE

Multinational executives cited global supply chain disruptions and volatile fuel import routes as key concerns, largely stemming from ongoing regional standoffs in the Middle East. As a result, 70% to 80% of major corporate entities reported delaying or revising their primary investment decisions until conditions stabilize. Executives also pointed to rising freight and insurance costs on key shipping lanes, which have made near-term budgeting difficult for import-heavy sectors.

Why This Matters for Pakistan’s Economy

The BCI is widely regarded as a leading indicator of private-sector sentiment in Pakistan, and a decline of this scale signals growing caution among both local and foreign investors. Since multinational corporations often drive a significant share of FDI-linked activity, sustained hesitation could slow momentum on projects tied to trade, energy imports, and industrial expansion. Analysts note that confidence indices like the BCI often precede shifts in actual capital expenditure by one to two quarters, making Wave 29’s drop an early warning signal rather than a lagging one.

Sector-Wise Impact

The decline was not uniform across industries. Energy and manufacturing firms — most exposed to fuel import volatility — reported the steepest drop in sentiment, while sectors with limited exposure to Middle East trade routes, such as domestic retail and telecom, saw comparatively smaller declines. This divergence suggests the impact is concentrated rather than economy-wide, though sustained regional instability could broaden it.

Background: A Volatile Year for Business Sentiment

This isn’t the first sharp swing in the BCI this year — earlier waves had shown gradual recovery in sentiment following fiscal reforms, only to be disrupted again by external shocks. OICCI has historically flagged such volatility as a signal that structural economic confidence remains fragile despite short-term policy wins. The chamber has repeatedly urged the government to build buffers against external shocks rather than relying solely on reactive fiscal measures.

What Comes Next

OICCI has indicated that future waves of the survey will be closely watched for signs of stabilization, particularly if regional tensions ease or fuel supply chains normalize. Business groups are also awaiting clarity on upcoming budget measures that could offset some of the current uncertainty for import-dependent sectors.
