WASHINGTON / ISLAMABAD — In a monumental shift for the nation’s financial landscape, the State Bank of Pakistan (SBP) has officially enacted the Virtual Assets Act 2026, legalizing Crypto trading and licensing nationwide. This historic legislation marks the end of ambiguity regarding digital currencies, providing a comprehensive legal framework for the regulation, licensing, and trading of Crypto assets. For a country with one of the world’s largest freelancing communities, this move is seen as a game-changer that will finally integrate Pakistan into the global decentralized economy.

The New Crypto Regulatory Body

The center-piece of this act is the establishment of the Pakistan Virtual Asset Regulatory Authority (PVARA). This dedicated body will oversee the licensing of crypto exchanges and ensure that all Virtual Asset Service Providers (VASPs) operate under strict cybersecurity protocols. Furthermore, commercial banks are now authorized to facilitate crypto-related transactions, provided they maintain a strict segregation of client funds to prevent fraud.

Why Crypto Legalization Matters for Pakistan

Experts predict that this regulated Crypto environment will not only protect local investors but also attract millions in foreign direct investment, positioning Pakistan as a new fintech hub in South Asia. Countries like the UAE and Singapore have already seen similar Crypto frameworks accelerate fintech investment, and Pakistan’s large freelance and remittance economy could benefit similarly once licensed exchanges become operational.

How PVARA Licensing Will Work

Under the new framework, exchanges seeking a license must demonstrate compliance with capital adequacy requirements, data protection standards, and anti-money-laundering protocols before receiving approval to operate. PVARA is also expected to coordinate closely with the Financial Monitoring Unit (FMU) to track suspicious transaction patterns, addressing concerns that unregulated Crypto trading previously exposed Pakistan to money laundering risks flagged by international watchdogs like the FATF.

What Comes Next for Crypto Users

PVARA is expected to begin issuing exchange licenses in phases, with priority given to platforms that meet strict KYC and anti-money-laundering standards. Analysts following Pakistan’s Budget 2026-27 macroeconomic plan note that Crypto-linked tax revenue could become a meaningful contributor to fiscal targets if adoption scales as expected.
